Recruiting Link 1 is clearly over-engineered, but for that reason, this card has seemingly troublesome activation conditions and restrictions.
However, the activation conditions are loose and the restrictions can be easily overwhelmed.
First of all, it is a trigger condition, but if you prepare lower left lower right + sideways marker, Elpy + downward marker, you can meet the conditions.
Needless to say, the cards that meet the conditions are Halifair, Romulus, new striker, etc., not only the conditions of his Guardragons, but also the fact that they can be further developed is very powerful.
Secondly, as long as this card is on the field, only Dragons can be played, but it can be circumvented by simply placing a general-purpose Dragon Link on top of this card, so it hardly works as a restriction.
All in all, it's a broken card. Either Agarpain or Elpy, or both, are likely to be banned soon.

This card is placed under downward link 1 in the extra monster zone, even though it must be linked to by 2 or more Link Monsters. If you put out the lower left and lower right link 2 in the extra monster zone, the conditions will be met in no time. Thanks to that, things like Gundra One Kill went wild, pushing Redame and Gundora X into bans, and even now they are sweeping the environment as Dragon Link. Agarpain is probably banned, but I think this card can go to hell with it.

Effects that can only be deployed by Dragons are not too much of a problem if they are centered on Dragons, and this is also within the range that can be covered by playing.

In the current pool, open the terrifying gate where you can set Gandora FTK with one Hari Fiber.
If you use it normally as a general purpose, it's easy to get from Hari Fiber to Chain Dragon Snake + Dragon. If you want to deploy other than dragons, you should be able to remove him with Borrel, Chain Dragon Snake (2nd one), Celestial Sphere and Three Burst.
